You're not going to find one book that covers JCL, VSAM, COBOL, DB2, and CICS. If you don't already know them, books won't help you learn them to pass an interview (at least not without spending a number of weeks reading). For JCL, COBOL, CICS check the IBM web site and look for reference manuals for each of these. I haven't used DB2 in over 20 years, so I cannot recommend anything for it.

For VSAM, check the IBM web site and find the VSAM Demystified manual. I'm not sure what the term 'downloadable book' signifies, although I'm not into all of the latest & greatest technology like Kindle and i-book and such.

Anyway, I always recommend the 'z/OS JCL' book wriiten by Gary DeWard. I like how it covers a good deal of the major points that I've used to get a beginner up and running for TSO and REXX, ISPF, JCL, and some of the major utilities. I like how it steers away from the more developer-related topics such as programming and databases. For most other topics, most people I know have always recommended the books from Mike Murach and Associates.

For DB2, first of all, a good book for SQL, Apress publisher has good ones.also it this DB2 book despite of I didn't read it:p right now I'm reading DB2 for z/OS and OS/390: Development for Performance, Volume 1 (Volume Set) by Gabrielle Wiorkowski, maybe it's oriented for DBAs instead of for developers.but it has great chapters about physical design, and how it works.
