OK, got it figured out; modding the exe actually has no effect (none that I can tell). Modded or un-modded, text will be readable if there is Russian text support and garbled if no support. This is true in Windows as well as PE and independent of each other (obviously); so what I think occurred was an easy mis-read of the evidence.
You must have inadvertently enabled/installed Russian lang support while in the process of modding the exe and seeing the improved readability assumed it was due to the mod (easy to do). What I don't understand is how this helped in PE, it wouldn't; so you must have had Russian support in PE already? Did you test in PE? Regardless, you really helped figure out a mystery here and as a result, this great little prog is working well now in PE! Thanks again for pointing to the issue and giving clues to its source, leading to a fix. The author of the script should note that Russian Lang support is required for script to work in PE. This is all based on EN source, no idea how this plays out with non-EN lang source, others will have to test.
Edit: You also need to enable 'Essential Fonts' under Basic -Tweaks for additional (minor) text issues to be resolved with this prog in pe. In addition to needing write access to%systemdrive% victoria also needs to write to the.ini file and the LOG directory in%programFolder% no worries as long as you have FBWF.
